Curse of the Canadian fishery

Apart from Indian Affairs, the Fisheries portfolio is the most thankless in Ottawa. The reason is the structure of the Canadian fisheries.There is not one fishery, but many. A few operate so that fishermen own the fish and manage their catch and conservation themselves. The rest make fish a public resource.
