Kremlin's decree sows seed of discontent

ST. PETERSBURG, RUSSIA -- During the 900-day, Second World War siege of Leningrad, scientists at the Vavilov Institute of Plant Industry died of starvation, rather than eat the potatoes, wheat and rice stored here. They believed that the rare specimens they cared for were more valuable than their own lives.
