Professor 'can't explain' low turnout

The sun shone most of the day. Strong candidates had made for a tight mayoral race. And a record number of voters had cast ballots at the advance polls.In other words, the turnout for Monday's Toronto municipal election should have set a record. Instead, at 39 per cent, it was only slightly higher than the 36.1 per cent of eligible voters who exercised their franchise in the 2000 election.
