Lobby firm splits amid accusations

OTTAWA -- The civil servant who went on to head the government's sponsorship program complained in a 1995 memo that the Finance Department had set up a 1994 contract competition so that it would be won by a firm closely linked to then-finance-minister Paul Martin, Earnscliffe Strategy Group.
