Building a team to rebuild Iraq

For the past four months, the U.S.-led coalition in Iraq has insisted it had the resources needed to rebuild and democratize the war-ravaged country. In the past 30 days, as weekly suicide bombs tore away whatever veneer of stability existed after the war, this contention has grown increasingly dubious. By the beginning of this week, Washington was alive with leaks that a serious policy rethink was under way.
