Pay system to target worst contaminants

VANCOUVER -- Vancouver-area polluters will be paying more to pick their poison if a proposed raft of bylaws passes next week.Metro Vancouver's "polluter pay" framework would target the pocketbooks of businesses spewing the most toxic substances while easing up on emitters of a more benign sort.
